The conformity assessment process for SFDA cosmetics follows these steps: Preliminary Review, Risk Assessment, Evaluation, Preparation, Certification, and Surveillance.
All products classified as “cosmetics” are regulated under the SFDA Cosmetics programs, and exporters must obtain a Certificate of Conformity (CoC) to enter the country, with some exceptions for exempted products. For the certification process, it starts with the request made on the FASEH systems and ends with the COC issued on FASEH systems.

SFDA Food Certification Process
1. Request Submission
Importers submit a request through their FASEH account and nominate approved CB as the preferred Conformity Body (CB).
2. Request Review
The CB receives the request via the FASEH portal. Upon receipt, a dedicated local coordinator promptly reviews the submission and all supporting information.
3. Documentation Verification & Scope Definition
The coordinator verifies all required documentation and defines the scope of services. This step can also be completed in advance of the FASEH request by coordinating directly with your dedicated coordinator.
4. Compliance Verification
To ensure compliance with SFDA import regulations, the coordinator will guide you through all required verification activities, including product testing, sample evaluation, and inspections, as applicable.
5. Certificate Issuance
Upon successful completion of all requirements and satisfactory results, a Certificate of Conformity (CoC) will be issued for the shipment associated with the submitted request.
